Description

When specifying configuration for wsgi_website role, the static locations are not set-up correctly.

The problem is that when explicitly defined static locations are exhausted, the Nginx configuration will make at least one more pass using the document root, which could result in certain files being served directly by Nginx, even though they should probably not be directly reachable (let's say if media uploads in a Django projects should be served by application only for security purposes).

Steps to reproduce this issue

See description.
